@Belarus, because it's not a van.So so rare to find a pickup version here--wonder how that one made it into the country? Great catch.
@Chris M - Canadian market VW, imported (most likely) once it was 25 years old. I saw a few plated in WA state well before they were eligible, but there were VIN-plate hijinks happening. One was presented to WADOT as being a custom/home-built.
Mea culpa, @Chris M (& everyone else) - just saw that this is a '91. Someone's been creative. How lax is vehicle licensing in Oregon?
