Those look more like full beams to me, judging by the appearence of the glass. Also the blue sticker leads me to think they're Hella lights?
Driving lights as Mikael suggests, yes.Looks very much like Hella sticker but too small to read, at least for me.
The lights ruin the front end.
Nocturnal animals ruin the front end too.
