One on the roof (or almost similar) is available sometimes from VW-specialists, but the one on the hood is unknown to me, unless it's a modified Karmann Ghia rack.
Both racks were custom made by a guy named Pedro in, I think, San Diego. He does really good work, keeps in touch and is timely. I highly suggest you check him out.

Does anyone know how to get one of those wooden luggage racks? I've heard of people making them and they look so great on a certain kind of car
Indeed, they look GREAT on this Type 3.
