Not sure about the Skyhawk, but it's Chevy brother, the Monza, could be ordered with a rather anemic 265ci V8. Many (most?) eventually received a super easy, weekend swap to 350ci or more. There was more than one way around CAFE and EPA regulations back in the day. :)
